The California Highway Patrol's (CHP) Abandoned Vehicle Abatement (AVA) Program was designed to provide guidance to counties who wish to develop and administer AVA Authorities. The AVA Program is recognized as a means to remove abandoned vehicles that create a public nuisance and a health or safety hazard. As of January 2005, there were thirty-seven counties in the State of California participating in the AVA Program. Additional counties continue to request sample plans to develop local plans in conformance with the AVA guidelines.
Commercial Vehicle Section will assist any county that has or wishes to initiate an AVA Program. The Department's role is limited to providing guidelines, assistance and advice to the counties' AVA Authorities, and assisting them with interpretation of codes and policies.
Abandoned Vehicle Abatement Handbook
The purpose of this handbook is to provide uniform guidelines for the establishment of Abandoned Vehicle Abatement (AVA) Plans being developed by Service Authorities which have been established pursuant to Section 22710 California Vehicle Code (VC) and funded pursuant to Section 9250.7 VC.
The objective is to aid county-based Service Authorities with the development of the required Abandoned Vehicle Abatement Plans.

CHP's Traffic Safety Community Outreach Program
Since 1987, the CHP has been proactively involved in a traffic safety outreach program, El Protector, directed at the Hispanic community.
It places special emphasis on educating through dialogue with the community, instead of focusing on enforcement measures. Such community opportunities arise at local neighborhood/town hall meetings, educational functions, media and at other community related forums.
The goal of the El Protector Program is to reduce the disproportionate number of Hispanic surnamed drivers and victims involved in traffic related collisions. Activities are designed to educate and encourage positive traffic safety behavior and to build better community relations between the community and law enforcement agencies.
The driving force and focus of this programis the use of a CHP officer of Hispanic ancestry or officers that are bilingual and bicultural - known as the El Protector Program Coordinator. The coordinator organizes community events, provides traffic safety education presentations and serves as a Hispanic role model.

The following is a list of local locations in your area and their telephone numbers:Designated Driver Program (DDP) - The Department's dedication to reducing DUI-related traffic accidents is also shown in its support of the Designated Driver program. Designated Driver is designed not only to educate the public about the dangers of drinking and driving, but also to encourage and reward those who choose not to drink in order to safely drive others home.
The Department and allied agencies work together with community organizations to distribute promotional materials such as posters, window stickers, key chains, water bottles, T-shirts, and glasses that feature the designated driver program. Special items such as polo shirts, and drinking glasses have also been presented to participating bars and restaurants. The Department has also provided "Designated Driver" Public Service Announcements for broadcast on local radio and television stations.
Sober Graduation - "Sober Graduation" is both a title and an objective. This program was established by the Department in 1985 and has been recognized internationally as an effective anti-DUI program targeting high school seniors and raising their awareness of the dangers of drinking and driving.
Each year Division and Area Public Affairs Officers assist participating schools by attending rallies and fund-raisers to disseminate promotional materials with anti-DUI messages. Public Service Announcements (PSAs) showing the consequences of drinking and driving are provided to CHP public affairs officers for presentation at school rallies. In addition, many public affairs programs feature accident scene reenactments that offer a strong message to students about the very serious consequences of drinking and driving.
Five hundred billboards statewide displayed the DDP logo and an anti-DUI message. The DDP logo and message have also been used to promote anti-DUI messages through Anheuser-Busch, Inc. (paid advertising through PSAs), professional and semi-professional sports stadiums, California wine associations, and schools and universities statewide.
Red Ribbon Week - Red Ribbon Week is an annual event, usually held in October, to increase the public's awareness of the problems associated with using illicit drugs. The Department shows its support of this program by flying red ribbons from the antennas of all patrol vehicles. Area commanders also participate in local community events featuring this campaign, which is normally held in October.
National Drunk and Drugged Driving Week - Each year, one week is set aside to increase the national awareness of the hazards of driving while under the influence of alcohol and/or drugs. The Department supports this program by promoting it through media announcements and participation in local community activities.
Departmental Field Activities - Each year, Area Commanders and Public Affairs Officers throughout the state make anti-DUI presentations to many school, civic organizations, local community and state events. In particular, the anti-DUI message has reached thousands of people through CHP's involvement with Major League Baseball and special events such as "Traffic Safety Day" and "Law Enforcement Day". Effective anti-DUI PSAs have been produced with the enthusiastic support and cooperation of the San Francisco Giants and the San Diego Padres.
Additional Public Education Campaigns/Programs - The CHP also supports "National/California Drunk and Drugged Driving Awareness Month," "National/California Alcohol Awareness Month", "National 'Just Say No To Drugs' Week", and other innovative public and school education programs.

The Senior Volunteer Program (SVP) is a CHP program administered in cooperation with county and regional retired senior programs throughout the state. The objectives of the CHP SVP are:
To assist the CHP in providing enhanced public service to the community.
To provide an opportunity for senior citizens to make a definitive contribution toward improving public safety and service.
To instill among participating volunteers an understanding and appreciation of the justice system, human relations, and ethics in the field of law enforcement.
